WHY CAN'T MY CHICKENS STAY ASLEEP WHEN I TURN ON THE RED LIGHT ?

It is far kinder to not provide heat than to provide it. Chickens are fairly hardy. However providing heat for them prevents them from acclimating to the cold weather. If your power goes out in extremely cold weather they will be in real trouble.
 
The red light does stimulate them. Chicks in the brooder fall asleep when they're tired enough, whether it's dark or not. But I'm not at all surprised that the red light is keeping your adult hens awake. Get rid of it. 34 degrees? They laugh at that.

Chickens have very sensitive nerve endings in their feet and can feel us or a predator approaching and will waken.
The light, regardless of color can be seen by the chickens. They need a nightly dark period so any light disrupts that.

#1 among many reasons not to supply heat.
#2 is that they don't need it.
#3 is that heat is expensive.
