Why do feathers look like this?

Hi! Very new to raising chickens and I have this one whose feathers look ruffled compared to the other ladies who look smooth. It was sold as a sapphire splash and does look like the other 2 I got, but with a little more color, and ruffle feathers. Any idea why they look like that and not the other 2 sapphire splash I got at the same time and age? Any help is really appreciated!

I know there are frizzle chickens… sometimes feathers so that but idk about the breeds
 
Not sure what's causing "shredded" effect of your Splash but maybe after her molt it'll fix itself. As long as any chicken is eating/drinking/pooping ok and activity is "normal", all is well. The latter link is very interesting, caused by a mutation.

The chick isn’t silkied either (like the second link), I believe it may just be poor feather quality that she’ll grow out of
