We have a similar prob up here in the bay with our Six Brown shavers. 2 are Feral though and the other 4 were brought in 4 months ago from a battery farm. They laid 1 egg and that was it!
We have a small free range area of about 16sq/mtr - the neighbours trees shade the area most of the time in Winter.
There box is just ply with a tin roof and black building paper. It has a 250mm wired vent one end and a small open door the other. 3 nesting boxes and 1 full lenght perch. A 1200 x 2400 feeding area with water via drinking nipples (3). Although we had are still having frosts the birds are looking ok with the feathers grown back now around their necks
We feed em the usual scraps from the kitchen veges, pellets and now using mash from a commercial farm. Still nothing. Given them the "word" get the lead out or KFC here we go!!
