I processed some roosters at about 20 weeks. They were slightly gamey and a little chewy. I recommend using them in a casserole or chicken salad not as fried chicken.

At 16-20 weeks the rooster's tail should be well formed. Yours looks like maybe another chicken pulled out some feathers, but I think I do see green feathers in there. Green=rooster.
It makes since...birds that have heated coops will suffer if the power goes out because they have not addapted to the temperatures. Provide a draft free coop (still with ventilation) and they will be happy and healthy.

Looking like a boy. I also have black Australorp (supposedly) pullets and they are 4 months old and their combs and waddles are not this big compaired to their face.
Light Sussex lay cream to brown eggs. They are friendly and free range well. Very pretty until they decide to take a mud bath. It sure is hard to keep a white chicken white.
