How are the poops? What's it eating, how long has this been going on? For now you could clean off the feathers / gently rinse the area and keep an eye on her/him. If one side looks bald then this may have been happening for a while. How's the overall health? Have you treated for worms? Here's a visual guide to chicken poop:

perhaps with this you can work out why your bird has a wet bum (diarrhea, worms, infection or just bad aim). Good Luck - and I hope someone with more experience comes to your aid !
