Can anyone tell at this age if the lighter one is a Roo? He has always been dominate over the other but is also is more friendly.

Yes, the lighter one on the right and in the bottom pic is a cockerel. The darker one on the left is a pullet.

I agree. One of easiest ways to sex a barred or cuckoo chicken is by color. Most of the time the males have light barring and the females have darker barring.
