Olive eggers are a cross between different breeds to produce olive-colored-egg layers, so he could be an olive egger who just happens to have barred feathers because one of the breeds crossed to create him was barred. Either way he looks like he's probably a mix of more than one breed.

He looks like a Sapphire Olive Egger! I believe one of the breeds used in that cross is a Cream Crested Legbar, so that's where he gets his barring and crest.
