Yes that would make this a rooster.
Not all roosters crow early....at 19 weeks, you should expect to hear one soon.
Roosters can delay crowing due to a lot of things from being lower on the rooster pecking order, or simply being the only rooster and not feeling need to crow yet.

There is an australorp thread as well which would also be a good place to ask as they will have seen them at this age many times.
They do look like pointy roo neck feathers though. are they saddle feathers coming in too?
