Help with City chicken ordinance (volunteer role)..PLEASE!

Good day! Recently I found out that my city in Southern Illinois doesn't allow Chickens, I came from downtown Chicago where all my neighbors had them because allowed. We presented a petition to the city and they seem to be interested in this being a possibility, but one major issue arose! The city barely has enough funds for animal control. They would need a volunteer, (which I appointed myself) to go inspect annually and take calls on the poultry only. This would be a volunteer position, only as needed. They loved the idea! But asked me to further look into it. I've call national, city, county and local level. They are all unsure of way to be certified to only help with the poultry in our city. I am wanting to propose to the city a new volunteer position be created for this purpose only, but I wish to have some kind of certification that says I am fit to inspect the poultry and their welfare.. this is where my fellow BYC's come in!

Does anyone know of anything like this? Iv'e searched and searched, called around everywhere, no one seems to know anything of this sort.. Either national or state (Illinois). Please any and all input would be greatly appreciated. Animal control classes are mainly for cats and dogs, nothing is touched/mentioned on poultry!

NOTE: I will not be citing the resident, I would be making sure the chickens have proper living conditions such as coop and space, and make sure they are in what would appear decent health, as I have kept chickens for some time now, and am familiar with many illnesses that affect chickens. I would also be helping with re homing if this was an issue that came up with a city chicken owner. I would be reporting back to our city code inspector and he would then pursue with that resident some sort of elimination of the issue.

Hello there! I am glad to see you trying so hard to make an effort and get chickens into your town. Hmmmmmm. I do not know anything about the subject, I hope somebody else does, because it sounds like you are doing this for a noble cause, keep us posted on how it all pans out!
 
if it's animal welfare (even poultry)

the local humane society or aspca will take care of it.. if you noticed animal abuse report to them

well.. at least that's how it is around here
