I think I would send the vet bill to the shelter that infected this poor dog! I am sorry for your loss.
There is no excuse for not disinfecting cages with a bleach solution. An easy prevention to such a horrific disease, and I am sorry but you can put it in a spray bottle and do a quick spritz so there is (in my book) NO EXCUSE for not taking a little prevenative measure. If the shelter is that overrun with animals, or they are so shortstaffed for volunteers then it is kinder to put the animals down then to make them suffer needlessly. If you want them to change their ways I would put a letter to the editor in the newspaper about what happened. Maybe there are others with the same issues and they will come forward.
