Chickens For Fishers Indiana

It looks like chickens are not allowed in Fishers unless you are on a farm, and have 5+ acres of land. However, the Indiana state ordinances allow them and HOA where I live is vague on non cats or dogs. The county ordinances only mention poultry in that they should not be allowed to run at large. Which one is the deciding factor?

My options are to either go underground and try to stealth raise chickens or get the ordinances changed, both, or give up on birds.

I've never gotten involved in government before, so I'm a little at a loss as to how to start. I've read over several accepted chicken ordinances that have been accepted, and have read several of the articles on this site. But, what is the next step? I know that a couple in Carmel Indiana, very close, got a variance in the code so they could raise their birds. But, how does one go about doing that?

Where did you get on this? I don't own a home now, but plan on buying in the next couple of years. I would like to have my own chickens.
 
We got nowhere in Fishers. But, I think there was progress in Carmel. I will also say that my neighborhood is a no go for chicken lovers. The HOA rules are super strict, and pretty nonsensical. My fiancé and I are moving out when we can.
