no poultry allowed on my 4 acres rural area!

That is right I have almost 4 acres no city water or sewer, no side walks. My neighbor on one in side has 3 plus acres next to them 20 ACRES OF WOODS, on the other side my neighbor has 3 plus acres. I have 4 hens and one rooster that my wife and I got for my kids. You see one of my sons was leaving in a few months to join the US Army. He loves animals I guess my wife and I were trying to hold on to my son as long as we could, He helped me build a coop and fence. We look on our town website and it said as long as you have them fenced in.Well my son left in August and named the rooster Napoleon. After. he left we got a threatening letter from township saying that poultry is not allowed. One neighbor who I found out was complaining about the rooster lives approx. 400' feet away.When I called the township I spoke to zoning they said you are allow poultry only if you have 2 or more acres but live in the pineland section of the township.my question was why? What is Pineland? The guy from zoning felt bad and he did try to help by buying me time. He mention that the township website says that you can have poultry but you would have to apply for a variance which is 700 dollars with no guarantee it would be approve. So my son is sad over this since the rooster is his pet. And I'm looking to change the law or have someone hold the poultry until my son comes home from Army.
 
Can you share state and township that you live in? That might help people advise better. Sorry you are dealing with this!
