Looks to be one of the lighter colored versions of a Sweetgrass. Still too young for me to say on the sex. I can usually tell on my own at that age but I am observing behavior also and not just looks.
Royal palm mix.
I would say true palm except for white wing primaries

If you cross a Sweetgrass tom (b1b1 cgcg) with a Royal Palm hen (b1b1 cgcg n-) you get Sweetgrass.
If you cross a Royal palm tom (b1b1 cgcg nn) with a Sweetgrass hen (b1b1 cgcg N-) you get Royal Palm hens and Sweetgrass toms.
