I have a painted Ro who is looking for a painted lady. Any one know where I can purchase, or do you know of any online auction I can visit.

You don't need and probably don't want a paint female. You can use black or white to breed him to. You need a mate with very good type. Avoid using paint to paint for the time being since the Silkie type is still not strong enough yet in the paints.

what about a darker blue? Would that work?

yes. you would get fifty fifty blue and black paints. Well, the whole clutch would be fifty fifty paint and solid. Half your solids would be blue, and half your paints would be blue.
