Can you compare her/him to another EE, I don’t really have experience with EE’s but the comb and legs are telling me it’s might be a she. (I might be wrong)
That is a pullet. Some breeds and crosses tend to get very "drapey" looking hackle feathers even on pullets and hens, I notice this particularly in Easter eggers. Note though the hackle feather shape is that of a female not of a male regardless of how nice and full they are.
