Help with a cuckoo blue bar × australorp

I posted a few days ago about a "juvenile hen" that you all helped me identify as an easter egger cockerel. One of this "cockerel's" bad behaviors is chasing my 17-week old "bottom-of-the-pecking-order" pullet around and grabbing/biting her on the neck. Now that we've determined that my problem child is a male, it got me to thinking. Could the "pullet" he keeps attacking actually be a younger competeing male? (Fool me twice, shame on me) I have observed some downy feathers at the base of this "pullet's" tail, and the only other bird in my flock with that trait is the easter egger cockerel.

Below are some pics. I was told she was a cukoo blue bar × australorp cross. She is supposed to be about 17 weeks old.
