Hen or Rooster?

We are getting ready to register our chickens for our kids to show at fair. Not sure if this one is a hen or roo. Neck feathers are rounded and can't really see any saddle feathers like a roo would have. This is our first white plymouth rock, so we are just learning about this breed. This one is 11 weeks old - no crowing yet.

At 11 weeks, that is a cockerel. Male differentiated hackle and saddle feathers are still a few weeks out

Looks like a cockrel to me. Going by the very red comb.
