My budgie acting unusually

Hi i have a pair of budgies who laid 2 clutches, last egg laid few months ago. Today the female budgies was acting different than usual. She shake her body inside the nest, come in and out from the nest continuously, and act like she arranges her nest for egg laying, but not seen them mating recently. Are my budgie egg bound or any other problems like mites and lice?

I'm sorry I'm late but that only happened to me once for mosquitoes. So most likely the female is being irritated by some insects.
