You can use the Sav a chick, chance of Coccidosis is minimal because they're inside. They don't need it alway in their water, just the first day.

I use a well secured heat lamp myself. Yes there's a fire risk but securing it with a chain will help minimize that.
Brooder plates and mama heating pads are less risky but definitely cost more.

I use a meat thermometer to make sure chicks get at least 95F in the hottest part of the brooder and have the brooder warmed up ahead of time. In this weather, getting them warm quickly and free from drafts is key.
