Pecked leg?

Just noticed that my Welsummer has a bald patch on the back of her leg. Is this what pecked feathers look like? Most the shafts are pulled out but a few appear to be broken. There's also a small blood area. I haven't noticed the other chickens pecking at her. Does this require Blue kote? Any other steps I should be taking? I have 4 chickens in a 4x8 run and 4x4 coop.

a few minutes after I put her back in I witnessed a couple of the other chickens chasing her around and pecking at her leg. I've moved her into her own little crate. Going to look for some Blu kote.
