He's sick, not depressed. How many ml's of fluids hav you given him in 24 hours?

I'm not sure if I should tube water/feed him because he has goopy clear stuff in his mouth like drool or mucus.

That can be a sign that the dying process has started.

He needs to be kept in a warm room or cage, 80-85 degrees.

If the owners are going to pick him up soon, like in the next couple of hours, I would wait on tube feeding. You might want to give them a call ahead and ask them if they have the time to see what you have learned about tube feeding and you could offer to help them do it. If they say they don't have the time or they do not want to tube feed then it seems like it is their decision. I think you really made an effort to do what you could for him while he was in your care.

If they are coming in more that a few hours then you might want to give him hydration unless he is at least drinking some on his own.

I found out that if you just syringe a little bit of water in his mouth he'll swallow it. I got him to drink a lot more. I don't know how much he's had because there are no measure marks on the syringe. I'm going to try and feed him something.
