If you don't have any sav a chick electrolyte for the water (which I highly recommend) give her some surgar water. Just dip the tip of her beak in the water but be careful not to get water in the nose.

I'd try to get him to take a drink every half hour-hour.See if that gives him any strength.

Be sure that he doesn't get chilled when you're trying to get him to drink. Is he drying out alright? Is his down sticky? I use a baby toothbrush to fluff them up a bit if they're sticky. It helps them maintain warmth.
