Power went out!

If it's proves impossible to find a way to supply alternative heat in a power outage, forget about trying to make a heat device. Instead, focus on preserving what heat remains.

A small cardboard box, a shoe box would work with just a few chicks, will serve as a huddle box. Just cut an opening large enough for a couple chicks to fit through and large enough so all the chicks fit inside together without overcrowding. Place it in the brooder, and coax the chicks inside. They will huddle together, preserving their body heat until you get power restored.

Another way to preserve brooder heat is with a space survival blanket. You can drape it over the entire brooder and it will hold in the heat, the same as it's designed to do with people trying to survive exposure to cold when they have no other means. You get these for just a couple bucks in the camping gear section of Walmart.
 
Worst case scenario, go outside and light some tinder using a lighter like our prehistoric ancestors did. Make sure your bottle of water/rice pack doesn't touch the flame and you have a last resort means of giving the munchkins a heat source.
