Problematic legs.. please help!

I have a 3 year old sultan rooster and he's been very healthy up to a few months ago when his legs started to look odd. Kind of dry. I put Vaseline on but it did not help. It continued progressing and now his legs are all raised and red and swollen. One toe is terribly swollen. He has been to the vet multiple times and they did not know. He does not have mites but we did a mite treatment just in case. He received antibiotics. No change. He eats feather fixer and gets nutridrench. He gets mealworms. I've tried soaking in Epsom salt, Vaseline, blue cote, vetericyn. He is acting normal but it looks horrific and I'm very concerned. I don't know what to do. Does anyone know anything that could be helpful? Thank you

That does look like microscopic scaly leg mites to me. Ivermectin 5mg per ml pour-on can be helpful 0.1 ml per every 2 pounds of weight given on the back of the neck over the spine. Repeat in 14 days. I would also soak his legs in warm Epsom salts water for about 15 minutes every day for a few days. Then rub some oil into and under his scales to kill the leg mites. Repeat this twice a week for a month or two until new scales grow in.
