Pullet or Cockerel?

Our chickens are between 4-4.5 months old now and I'm getting concerned our Black Cochin Bantam, our favorite chicken, may be growing into a rooster. It doesn't crow yet, but seems to have features developing that tell me it's a male.

Can anyone confirm or deny my suspicions? We are not allowed to have roosters where we live so we have to get rid of this cute little guy if it is.
