Should I try triple antibiotic? I read that people recommend buying terramycin too.

Have you ever had any respiratory symptoms in your Quail (or other fowl that you may have had)?

I agree, the eyes look much better after cleaning them, keep that up and see how it goes.

It looks like there may still be some debris in the left eye, but hard to tell sometimes in photos.
If the eyes do become extremely irritated or swollen and flushing is not helping, then yes, I'd use Terramycin eye ointment if you have it. If not, then you can use Original Neosporin (plain triple antibiotic ointment) in the eye.

Sorry he's the only one that made it, that stinks. I hope your next hatch turns out better.
