Rhode Island Red Not Laying

I've got 7 girls and one of them, Mim, has stopped laying. She still uses the nest box, but never lays. Today she was squatting for a good while today, so I flipped her over and she had what appeared to be a soft egg shell of some sort.. hard to tell, but looked close enough. Mim also has a bad leg which bothers her when she's out to long, and she's smaller than the rest. But she still very active. I know... She'll jump in your lap if you've got food... and try and steal it from you....

I'm really debating if whether or not to cull her
Which will be a rather sad thing, she's a very mellow hen, one of my best... But... If she's not laying...
