Yes. And look at that stance and the long legs. Also, with the hackle feathers being distinct and darker I would suspect it's a little cockerel.

And here's our Rosie at 23 weeks: no distinct hackle feathers, small comb and wattles.

My SS pullet is 20 weeks and has a lot less comb/wattles which this past week are just beginning to turn from pink to red.
