I would say Jersey Giants and Malays, but I've seen some pretty tall RIR Roos when full grown.

what about saipan jungle fowl, they can grow to 2 and a half feet tall.

Where do you measure the height of a chicken? Is it a bit like a horse at the top of the shoulder? Or is it the top of the head? If they are stretched to crow they would be quite tall.

Just curious. there must be an accepted rule

The Saipan chicken is commonly called a Jungle Fowl; however, they are not to be confused with the true Jungle Fowl. The Saipan male can stand 2-3 feet tall, with tight feathering, shorter tail than most birds and as a 2-3 year old becomes very muscular and upright stature. During the Second World War, Saipan chickens were brought to the United States from Southeastern Asia and India.
