White feathers , black neck. Mixed breed..?

She's not Delaware -- where she has black feathers Delawares are barred, and she doesn't have the a single comb. I like the idea of a Columbian Wyandotte/Japanese bantam cross.
 
I agree with picco, speckled hen, and ks acres. She looks like a bantam.

She looks like shes got Japanese in her but she has a rose comb.

Something white with a rose comb (I agree I think its white wyandotte)

Japanese Bantams and Wyandottes both have red ear lobes and yellow legs. With the rose comb and blue legs this bird HAS to have some Hamburg in it's background. Type is also Hamburgish.
Japanese bantams have a leg that is, ideally, about 3/4 of an inch long and very short backs.. Wyandottes are round and full bodied.

Hamburgs come in varieties other than Silver Spangled & no one suggested she's a Slver Spangled anyway, just the opinion that there's likely Hamburg in her background. She's clearly a cross of some sort.
Also, if you S S Hamburgs don't have any comb at all they have a problem. They should have a medium size Rose Comb.
