No swine, goats, cattle, horses, rabbits, ducks, geese, pigeons, chickens or other fowl shall be kept or maintained within the City of Clifton without first obtaining written permission from the Health Officer of the City of Clifton, which will only be issued upon compliance with all other provisions of this chapter.
