That toe tip is dead. Not going to reattach. All it is doing now it keeping infection walled in. Remove it, and get the pus out of that toe. Squeeze it. If that doesn't do it, you'll have to lance it. Get all dead material out, and irrigate it well with Betadine (povidone iodine) solution (not betadine scrub, which contains detergent.) No ointment; that can seal in the infection. You want it to drain, and if possible, air to get to it. At first, a small piece of gauze soaked with betadine, under dry gauze and a wrap of coban or "vet wrap" to keep it clean and dry. If gauze sticks to wound, wet it with more betadine and let it sit a couple of minutes, then remove. Don't worry about pulling scab off for the first 5 days or so--that's good--that infection needs to keep draining. Change all dressings at least daily, more often if it gets wet. Avoid getting it wet, because the water will wick more bacteria through the dressing to the wound. After the drainage is gone and the swelling is down, okay to let scab form. Keep it wrapped for protection until healed. Note: if any BONE is exposed, euthanize the bird before bone infection sets in. You won't cure that, and it's no way for the bird to die. Best of luck.
