Place plastic circle on waterer base and align the slot you cut in the plastic circle with the base's water drain.
Rubber band is fitted into notches of plastic circle and across the bottom of the base. Fill water bottle, screw on your drown-proof base, and hang at appropriate height for your chicks. My chicks didn't have any trouble finding the water slot after they were shown, and this waterer was adequate for 12 chicks for several weeks.

Cut a circle from the plastic milk carton that's large enough to cover and extend about 1/4th inch over the bottom of the waterer. Trace and cut out the center of the plastic circle to fit over the waterer base. Cut a slot out on one side of the circle, and two notches opposite each other as shown.
Modify a chick waterer so they can't drown. Use wire or heavy cord, a heavy rubber band, and part of a plastic milk carton. Begin by adding wires around the neck and around the body as shown. Connect them with additional wires (at least three) from the neck wire to the body wire. Then add wires, chain, or heavy cord from at least three points to make a balanced hanger.
