Your bird is what I had been hoping for! I wanted one with a floofy hat that laid sky blue eggs. Mine lays nice light blue eggs, but I feel like she stopped physically at 14 weeks. She is so small compared to the other hens. This is her being held by the 3 year old at the barn.
She had just gotten done with a dust bath, so she was in the middle of shaking off. She has a bit of a crest, which seems to be getting bigger as she molts, and I am hoping her feathers come in lighter. We got cold quick here, and she never hit her adult molt untill now.

The campine roo drew blood. Went after a 60 year old lady like she was the devil. There are also small children on the property, so he had to go bye bye.

The other chickens made a noise and scared me, so I jumped onto my mommy's back while she was filling the water pans. She had to stand up reeeealy slowly so I didn't fall. I then refused to get off her shoulder for a full fifteen minutes. I left scratches.
Is there any way toxic substances could have gotten into their pen? It may also be a vitamin b deficiency. You could try suplementing. Other than that, I would have to suggest seeing a vet if you can.
