I also use a big plastic storage bin, I use the ones with a locking lid, cut out most of the lid and fill with wire mesh held by a wooden frame.
this keeps the chicks safe from our cats. I also attached a small upright too the frame too hold the lamp. I have found this works very well.

I have never used Neosporin on my chickens but I have used it on my hawks and falcons for decades, it works very well.
there is a new spray type neosporin which I like better for using on birds as the ointment style can muck up the feathers
