    How much height over the roost?

    I like to give them plenty of head room so I put mine where there will be at least 21 inches from roost to top of pen.

I use some small nylon netting that I get from a hardware store or either use the netting that onions come in from the grocery store. Just put the eggs in it and tie off the ends.     A 3x8 would be big enough for 6 pullets. If you make it 2x4's it should be lite enough to move by yourself.
