Thank you. It isn't as bad as in those pics and others I have seen around. And my pics didn't get the combs too good, but they have some scabbed areas and white areas and a few "blisters" like what is above her eye in the picture I posted.

After a bunch of reading, I am convinced we have bumblefoot. I don't think what I am doing is going to suffice, so I went ahead and ordered some Tricide Neo. I have read mostly positive things about it's results, so I'm going to give that a shot before I go cutting into my birds' feets.
HOAs are different based on the states they are in. Your best bet is to contact a lawyer. They'll be able to give you better guidance. Hopefully someone here has experience with HOAs and can give you better advice.
