She definitely looks like my self blue Old English Game Bantam hen. If she isn't full grown then she is probably mixed with something else, maybe Araucana or Ameraucana mixed in with her.

This may sound silly,and it was recommended by someone to me. To keep my roo from pecking his wounds I ended up putting a baby onesie on him obviously open at the bottom. The tanktop onesie was much easier to work with than the one with sleeves. It did help.
