Looks like netting and supervision will be my best bet.
Losing hens to an eagle is no fun, but I still wouldn't shoot one even if it was legal.

I lost two good sized hens this past ten days, and I was pretty sure it was an owl or eagle. Needless to say I haven't left them out unattended like I used to. But just this morning a massive bald eagle swooped down and pinned one of the gals, all while I was only 30 feet away drinking coffee...
5" horizontal worked with a 3.5' vertical. Might need to play around with it if your vertical is different. I didnt make mine more than 3.5' so that it was still easy to pour in the feed.
I played around with how long to make the horizontal piece. I found that a 5 inch length allowed the pellets to pile up at the edge of the feeder without pouring out.

Good eye, its actually double walled drain pipe.
The few pellets that do get knocked out are quickly eaten from the ground.

I have my feeders outside and they've stayed dry.
The little hood seems to do the trick. The hood is a modified adapter used to connect pvc to gutters.
I have 7 hens and so far its working really well; birds seem to take turns and the food has stayed dry despite some serious pacific northwest rains.
I have them mounted to a pressure treated 4"x4" out in their run. I have a small feeder in their coop for the rare occaision that I keep them in...

-a cap for the top
-a 4" down spout adapter
