I bought one of those brushes you use to clean grills and it works pretty well. A diluted vinegar solution is good for dissolving the poop and is safe for the birds--spray the wire and let it sit for a few minutes, then scrub with the grill brush.
You can also try putting them in a shot glass or pint glass for some "physical therapy." As they try to push up on their legs to escape the glass, it helps to strengthen them. A little easier than trying to make little braces for tiny quail legs :)...
