Unsure why pics are so bad will attempt to get better ones showing color. The Roo has definitely got a more predominate pink pea comb, the pullet almost zero, yes...the black.

Not trying to be rude, but you already have stated the problem and several answers though none of those are acceptable to you. Pick a priority. IMHO his behavior has been tolerated way to long, if he were mine he'd be in a pot of dumplin's two months ago.
:) The weld on those outdoor panels is more than plenty big enough for a predator to reach in.....probably coon. IMHO.....Hardware cloth what you have like on the top of the brooder box for starters around sides and top and bottom for good measure. I wish you all the luck and love I can send...
