If your dove is in an aviary...or allowed to go into a flight pen outdoors and walk around on the ground...then yes...you need to worm your dove.
And...yes...you can worm your doves with "Wazine 17" wormer for the control of Roundworms. Wazine is "Piperazine". Dosage for "Wazine 17" use is 2...

I think you should toss the eggs and give them dummy eggs to set on. Your husband doesn't want you to keep these two...and now your going to have two more??? Just because they laid eggs doesn't mean you have to let them hatch. You can buy fake eggs for doves...or use smooth rocks that are...
You can try misting the Diamond Dove with warm water...or get some some Aloe at a pharmacy and mix it with warm water in a spray bottle. Mist the dove couple times a day and this may help it stop plucking itself. You can also try a product with Aloe in it that they sell for plucking parrots...

Some Pied change drastically from juvenile plumage to adult plumage. They don't even look like the same bird.
