Update: you do not need to add moisture if ther humidity of their environment is high enough. If raising them on finished dry quail bedding is goal, you should add a moisture source from food to other.
Update: mealworms can 100% survive in quail poop/bedding mix.

I have had mealworms drop through the brooder wire and they survived weeks until 4 weeks old in the bedding With no maintenance. Even if they were caked in wet poopy bedding they were still alive and fed to the birds after rinsing.
