It’s the umbilicus and don’t pick at it. You can gently clean it. Put some salve on it and keep the little chick warm and hydrated with a little bit of chick food or even scrambled egg.
Put her in a warm soak. Let her sit in warm sudsy water. Put a glove on and lube up your fingers, gently tuck all protruding material back in. Then I agree with the sugar water. That will perk her up. Make a nice meal of worms. See how that go.

I live outside of town, on a metes and bounds property. I have 2 roosters and my neighbor has one that I slipped into her coop when she wasn't looking.🫣 In my area of Michigan, that is about the best scenario for a rooster. I do have varmints and I have a small 410g shot gun for those pests. 😏

Well I'm finally on here. It's been a long busy day.
My husband called me around 1:00 today to say he found our new little girl dead. The other 13 are doing fine. So thank you all for your ideas. I believe she had a congenital deformation.
