From what I've experienced, nearby quail wouldn't affect his behavior towards his own hens. Maybe he's just a jerk quail (those come around from time to time, and there's not much to do with them.)
Maybe you wanna use replace him with a younger nicer roo
You may find it easier to find another male, if you just wanna get him a friend. Most breeders I've heard of would be willing to give you a single male.
A group of bachelors has always worked nicely for buttons. The only issue they might fight about is if there are females nearby.
I always try to encourage my buyers that don't want to breed quail and just want them for an aviary or whatever to just get my extra boys.
Starting to lay eggs at 8 weeks is typical for Buttons, but I have had some that begin at 10 or 11 weeks. They'll probably start in the next month, especially with lots of light. Also, with only a few quail, you might not see much signs of mating, unless you watch them all day long, especially...

Not all male button quail have bibs. The red color would indicated male. Blue indicates male, but sometimes a certain degree of grey-blue occurs on a female.
