7 week duckling started coughing after outing
How is your duckling doing now? A lot of times ducklings will get food, grass, bedding or other debris lodged in their throat/nares. Usually it will resolve itself. Having water deep enough for them to dunk their head in would be a good idea. -

Mites
Bathing in water is a ducks main defense towards mites and lice, so if he's not getting in regularly you're probably going to have to set him in the pool a couple times each week so he can clean himself off. Dawn dish soap will clean the feathers, but it is going to strip the natural water... -

Is my ducks eye ok?!
Very likely you would be seeing some form of eye irritation by now if there was damage done to the eye after being sprayed. Since you are not noticing any, I think it would be safe to say he is alright. -

Leg problems
You can certainly add it to treats if that works best. I would probably do it sparingly as too much will likely cause him not to eat the treats. -
