I think 20 sounds like a reasonable max number. I have never tried the wire flooring, but I've heard it is much easier to keep clean. My birds have always been on sand or wood shavings, which they love to scratch around in. But I think the wire is probably good too, as long as they have an area...
I have had better luck raising my quail in raised pens. They have a tendency to ignore weather conditions and sit in damp areas on the ground, which isn't great for them. It is also easier for the neighbourhood cats to stress them out if they are low down. I suppose if you are keeping them...
I have my quails in the house and light their cage with a regular floor lamp that you would put in a living room. They are quite active and seach lays an egg every day, so I don't think you need anything too fancy to keep them happy.
My male did this for a few weeks (much to my dismay) and then suddenly stopped. I can't think of any reason for the sudden start/stop of this behaviour, except possibly the amount of light he was getting during the day. My work schedule changed and the lights are now on in the house much later...

@DaisyMilo I have guinea pigs and quail :). Both are great pets. The piggies are much more cuddly and need lots of playtime but the quail are very entertaining and are just tame enough to be fed by hand or occasionally sit on the couch with you, although they spook easily when not in their pen...
Thanks for the advice @GrandmaBird. I have the 2 new birds in a separate enclosure now and will try to reintroduce them to the flock after a couple weeks of being nearby but not in the same coop. I had never seen my birds behave so aggressively! They seemed so gentle until this incident :(

Greetings from Saskatchewan! I have just joined BYC and I am hoping to learn as much as I can about keeping my Coturnix quail happy and healthy. If anyone else here keeps quail I would love any advice you can offer :-)
