I don't live far from you. seems like every other neighbour on my street has chickens. you should consider moving to east durham or the surrounding area. avoid the historical districts and your birds should be fine. this is chicken country.
have you thought about going to the press with this? even if you have to move, this will help shed light for others that may end up in the situation later.
They need more time to get used to each other. you will also need more hens. usually 10 hens per rooster is the ratio. your girls will end up getting over used.
Also they will not molt at exactly the same time but with the weather changing soon it is going to happen if they are over a year. I also didn't see those shots of her underside. She doesn't look raw on her backside, so I don't think she is chaffing. I have a girl who rubs against the hardware...
