When I was using sand in the coup I bought a metal cat litter scoop and a extension pole for a paint roller. I used duct tape to attach the scoop to the pole. Even an old broom handle with the head cut off works fine.
If you are planning on composting the manure sand does not compost. I used sand for 4 years and I didn't get the compost I expected. Straw composts better than wood chips but my girls ate a lot of it and spread it around leaving bare spots on the floor so I now use wood chips.
