If you can rig a heat lamp so that it won't be exposed to the elements, you can run a bulb (no more than 60 watts) over them for a week or so. Just watch them to see how they are adapting. Coturnix are pretty tough and they'll covey up if they get cold.
As long as nothing can get into it and the quail are acclimated to being outside, they should be fine. Mine live outdoors all year round with no extra coddling in pens that are open on all sides. They do have a roof over the entire structure and flower pots to hide in, plus leaves have built up...
Alright, I can't have people getting all upset over my honest opinion of how they choose to try to communicate. I'll rescind my comments and take my quail and go home. I'd rather talk to them anyway.
They don't go to bed, so you would be better off with a solid roof across the whole thing or they will just be wet every time it rains. Also, quail will love to dig holes next to the edges and any predator will do its best to dig in and eat them. On this one it would probably be safer for them...
Wow, those guys look pretty cool just running along beside you. I have two that I raised from day old babies that act like I am the Big Bad Wolf. They stand back at a safe distance and hurl insults at me if I get anywhere near them.
